Where is the story and any facts or disclaimers on the alleged animal torture by Randy Klatt?

The YouTube video on this animal torture has gone viral.   Supposedly the sherriff has refused to arrest Randy Klatt on grounds he was protecting his sheep, even though the sheep remains had been obviousl dead for quite some time and did not just happen as he had claimed.
