Hamilton County Commissioners delayed any action regarding lease/purchase of the building formerly occupied by First State Bank of Central Texas until after their meeting with the Texas Historical Committee on Feb. 22. They also left the county-wide burn ban in effect until Feb. 25 at noon.
Commissioners Jim Boatwright, Mike Lewis, Jon Bonner and Dickie Clary were all at the meeting presided over by Hamilton County Judge Randy Mills.
During the citizens’ comments portion of the meeting, Richard Layne told the court that the county can save $340,000 by using a modular office building to provide the temporary housing for county offices during courthouse renovation.
He said that he has checked into the modular offices and has found that 12,000 square feet could be purchased for $250,000. He told the court that when the space is no longer needed, a large portion of the money can be recouped. He also stated that estimated utilities for the modular offices would be less than half the cost of utilities at the bank building.
In discussing the property, Mills said, “We’ve got the grant, but we haven’t spoken with the Texas Historical Commission.” He suggested waiting until after that meeting to make a decision about temporary office space and no action was taken on the agenda item.
Mills also said that he would like to propose to the THC that the cupola, which is supposed to be included in the renovation, not be installed until the last part of the project.
“Putting a cupola on when the windows are not fixed and the basement is leaking doesn’t make sense,” he said.
The court agreed that they would make the request to the THC.
During discussion of the burn ban, Mills told the court that due to the governor’s disaster declaration, all permits for prescribed burns have been stopped.
He also told commissioners that the Texas Department of Transportation will sell fold-down burn ban signs to the county. Once they are purchased, TxDOT will install them and fold or unfold them according to whether there is a burn ban in effect.
County officials agreed to provide a sewage easement to the City of Hico on County Road 244. They also approved the County’s investment policy; approved a service agreement with County Information Resources Agency and appointed Clary as the Solid Waste Advisory Committee Representative for Hamilton.
The court also accepted bids for rock drilling and blasting services from Ryan Construction Inc. and approved purchase of a Volvo 930 Motorgrader for Precinct 4.
They also approved payment of bills in the amount of $221,025 and decided to further discuss a temporary salary adjustment for the county judge’s assistant as relating to FEMA responsibilities at their next meeting.
